Division of powersUnitary, with ten provinces headed by centrally appointed governors and Yerevan as a separate community with an elected council. Constitutional laws need three-fifths of the total membership. The President signs and publishes within 21 days, or may return a law once to the Assembly, or refer it to the Constitutional Court. Government bills may be designated urgent, compressing the timetable.Bills originate with the government, members of the Nationalrat, the Bundesrat or a popular initiative, and pass three readings in the Nationalrat. The Bundesrat may object but can normally be overridden. The Federal President authenticates the law, the Chancellor countersigns, and it is published in the Bundesgesetzblatt.A bill passes three readings in the House of Representatives, then the Senate, and receives the Governor-General's assent. Money bills originate in the House. Constitutional amendments need a two-thirds majority of all House members, and certain entrenched provisions require three-quarters.
Legal professionAdvocates are licensed by the Chamber of Advocates after the qualifying examination and the School of Advocates course, and hold a monopoly on criminal defence. Public defenders sit within the Chamber rather than a separate agency, which is unusual and makes the Chamber the main legal aid provider. Notaries are licensed by the Ministry of Justice and their authentication is required for property transactions, powers of attorney and many corporate acts.A Rechtsanwalt qualifies through a law degree, five years of practical training including at least three in a law firm and some months at court, and the bar examination. Admission is via the regional bar chambers under the umbrella of the ร–sterreichischer Rechtsanwaltskammertag. Notaries are a separate profession with appointments limited in number.A fused profession of attorneys-at-law admitted by the High Court under the Legal Profession Act, with the Bar Association of Belize exercising disciplinary functions. Commonwealth qualifications are recognised on application, which keeps a small bar workable.
