Comparison
Read two legal systems against each other
Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

| Division of powers | Nine Lรคnder hold their own constitutions, parliaments and governments, but the federation retains far more legislative power than in Germany or Switzerland; much Lรคnder activity is administering federal law (mittelbare Bundesverwaltung). Three separate high courts sit at the apex, for constitutional, administrative and ordinary matters respectively. | Unitary, with six districts and elected town and village councils. Maya communal land rights in Toledo are recognised through the courts rather than by statute, and implementation is supervised by the CCJ. | Unitary, with 27 governorates headed by governors appointed by the President. There is no legislative devolution โ governorates administer central policy, and local popular councils have been without elections for over a decade. |
| How law is made | Bills originate with the government, members of the Nationalrat, the Bundesrat or a popular initiative, and pass three readings in the Nationalrat. The Bundesrat may object but can normally be overridden. The Federal President authenticates the law, the Chancellor countersigns, and it is published in the Bundesgesetzblatt. | A bill passes three readings in the House of Representatives, then the Senate, and receives the Governor-General's assent. Money bills originate in the House. Constitutional amendments need a two-thirds majority of all House members, and certain entrenched provisions require three-quarters. | Bills originate with the government, the President or members of the House of Representatives. They are examined in committee and passed by the House; the President may return a bill once, which the House can override by a two-thirds majority. Where the House is not in session the President may issue decree-laws that have the force of law but lapse unless ratified at the next session. Bills touching the judiciary must be put to the relevant judicial body for its opinion first. |
| Legal profession | A Rechtsanwalt qualifies through a law degree, five years of practical training including at least three in a law firm and some months at court, and the bar examination. Admission is via the regional bar chambers under the umbrella of the รsterreichischer Rechtsanwaltskammertag. Notaries are a separate profession with appointments limited in number. | A fused profession of attorneys-at-law admitted by the High Court under the Legal Profession Act, with the Bar Association of Belize exercising disciplinary functions. Commonwealth qualifications are recognised on application, which keeps a small bar workable. | A single fused profession of advocates enrolled with the Egyptian Bar Association, with rights of audience tiered by seniority โ appearance before the Court of Cassation requires years of practice and separate admission. Judges are career appointments recruited largely from the prosecution service and trained through the National Centre for Judicial Studies; the Council of State maintains a separate judicial career for administrative judges. |
A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ the constitutional detail behind a one-line summary is often the part that governs the outcome.
