Division of powersNine Lรคnder hold their own constitutions, parliaments and governments, but the federation retains far more legislative power than in Germany or Switzerland; much Lรคnder activity is administering federal law (mittelbare Bundesverwaltung). How law is madeBills originate with the government, members of the Nationalrat, the Bundesrat or a popular initiative, and pass three readings in the Nationalrat. The Bundesrat may object but can normally be overridden. The Federal President authenticates the law, the Chancellor countersigns, and it is published in the Bundesgesetzblatt.Bills are examined in committee and plenary and passed by the legislature, then promulgated by the President. The Constitutional Council may be seised before promulgation.Money bills originate in the National Assembly only. Other bills may start in either house and must pass both; disagreement is resolved in a joint sitting. The President may return a bill once, after which a joint sitting can override. Constitutional amendments need a two-thirds majority in both houses. Provincial assemblies legislate on all matters not on the Federal Legislative List.
Legal professionA Rechtsanwalt qualifies through a law degree, five years of practical training including at least three in a law firm and some months at court, and the bar examination. Admission is via the regional bar chambers under the umbrella of the ร–sterreichischer Rechtsanwaltskammertag. Notaries are a separate profession with appointments limited in number.Avocats admitted through the Ordre des avocats du Tchad; the profession is concentrated in N'Djamena.A single fused profession of advocates, enrolled with a provincial bar council after a law degree and the licensing examination, with separate rights of audience acquired by seniority: enrolment allows appearance in subordinate courts, then the High Court after two years, then the Supreme Court after ten years of High Court practice. The Pakistan Bar Council regulates nationally. Bar associations are politically influential and were central to the 2007-2009 lawyers' movement that secured the restoration of the deposed Chief Justice.
