Division of powersUnitary. Parliament legislates for the whole island and the 11 parishes have no legislative powers; there is no elected local government tier.Nine Lรคnder hold their own constitutions, parliaments and governments, but the federation retains far more legislative power than in Germany or Switzerland; much Lรคnder activity is administering federal law (mittelbare Bundesverwaltung). How law is madeBills pass three readings in the House of Assembly and the Senate, then receive presidential assent. The Senate may delay a money bill by one month and other bills by longer, but cannot block indefinitely. Constitutional amendments require a two-thirds majority of all members of each House.Bills originate with the government, members of the Nationalrat, the Bundesrat or a popular initiative, and pass three readings in the Nationalrat. The Bundesrat may object but can normally be overridden. The Federal President authenticates the law, the Chancellor countersigns, and it is published in the Bundesgesetzblatt.Bills are debated and approved article by article in Congress. The President may veto within ten days; Congress overrides with two-thirds. Constitutional amendments require two-thirds in two consecutive ordinary sessions, and cannot touch the entrenched articles.
Legal professionA fused profession of attorneys-at-law under the Legal Profession Act, admitted after a law degree and the Legal Education Certificate. The Barbados Bar Association handles professional matters and a statutory Disciplinary Committee hears complaints.A Rechtsanwalt qualifies through a law degree, five years of practical training including at least three in a law firm and some months at court, and the bar examination. Admission is via the regional bar chambers under the umbrella of the ร–sterreichischer Rechtsanwaltskammertag. Notaries are a separate profession with appointments limited in number.Practice requires membership of the Colegio de Abogados de Honduras. Lawyers are admitted as abogado and may obtain a separate notarial commission from the Supreme Court after five years of practice.
