Parliament legislates for the whole island and the 11 parishes have no legislative powers; there is no elected local government tier.Unitary, with districts administered centrally and elected municipalities. How law is madeBills pass three readings in the House of Assembly and the Senate, then receive presidential assent. The Senate may delay a money bill by one month and other bills by longer, but cannot block indefinitely. Constitutional amendments require a two-thirds majority of all members of each House.Bills are introduced by ministers or members and passed by the House of Representatives. The President may return a law for reconsideration or refer it to the Supreme Court for a constitutionality ruling before promulgation; if the Court finds no conflict, promulgation follows. Laws enter into force on publication in the Official Gazette unless otherwise provided, and EU obligations are frequently implemented by harmonising statute and regulation.Three readings plus committee study in each chamber, then Royal Assent. Money bills must originate in the Commons.
Legal professionA fused profession of attorneys-at-law under the Legal Profession Act, admitted after a law degree and the Legal Education Certificate. The Barbados Bar Association handles professional matters and a statutory Disciplinary Committee hears complaints.A fused profession of advocates admitted under the Advocates Law after a law degree, the Legal Council examinations and a twelve-month pupillage, with compulsory membership of the Cyprus Bar Association. Many practitioners qualify in the United Kingdom or Greece, and English-language practice is standard in commercial work. Advocates hold a monopoly on court representation and on certifying company documents, and the profession is unusually large per head of population because of the international corporate and trusts business.Provincial law societies regulate admission: an accredited degree, articles, and bar admission courses. Québec has separate avocat and notaire professions.
