The Constitutional Council may be asked to review a text before promulgation by the King. Much operative detail is then set by sub-decree, which does not pass through the Assembly at all.Bills reach the Assembly from members, the executive, citizens or indigenous nations, and must pass both chambers. The President may observe a bill, and the Assembly insists by two-thirds. Total constitutional reform requires a constituent assembly activated by referendum; partial reform needs a two-thirds Assembly vote confirmed by referendum.
Legal professionLawyers are admitted by the Bar Association of the Kingdom of Cambodia, which controls the entrance examination and the training centre and holds a statutory monopoly on court representation. The profession was rebuilt from single figures in the early 1990s and now numbers well over a thousand. Foreign lawyers may advise and appear only in association with a Cambodian member, and notarial functions sit with a small licensed notariat created under the Civil Code reforms.A law degree plus a national registration with the Ministry of Justice and membership of a departmental colegio de abogados. Practitioners in indigenous jurisdiction are not lawyers: those proceedings are conducted by the community's own authorities under its own norms, and a state lawyer has no right of audience there.
