Since 2021 instruments have been issued by decree. There is no verifiable ordinary legislative process at present, which is why this profile is marked as requiring research.
Legal professionLawyers are admitted by the Bar Association of the Kingdom of Cambodia, which controls the entrance examination and the training centre and holds a statutory monopoly on court representation. The profession was rebuilt from single figures in the early 1990s and now numbers well over a thousand. Foreign lawyers may advise and appear only in association with a Cambodian member, and notarial functions sit with a small licensed notariat created under the Civil Code reforms.Advocates are admitted through the Sudanese Bar Association, and the profession — particularly the Sudanese Professionals Association and the emergency lawyers' groups — was central to the 2019 protest movement and to documenting subsequent abuses. Judges are career appointments through the Judicial Service Commission. Current admission practice and numbers cannot be reliably confirmed.
