Division of powersUnitary. Sixteen regions administer but do not legislate. Regional governors have been directly elected since 2021, which shifted real power away from the centrally appointed delegates, but legislative competence remains exclusively national.Unitary with autonomies. Membership of the Colegio de Abogados has been voluntary since 1981, so the Court retains disciplinary jurisdiction over misconduct.A law degree plus a national registration with the Ministry of Justice and membership of a departmental colegio de abogados. Practitioners in indigenous jurisdiction are not lawyers: those proceedings are conducted by the community's own authorities under its own norms, and a state lawyer has no right of audience there.
