| Division of powers | Unitary, with seven provinces that have no legislative power. Municipalities have constitutionally guaranteed autonomy over local services and land use. | Competences not expressly assigned to the Confederation remain with the 26 cantons, which have their own constitutions, parliaments, governments and courts.
