Constitutional amendment requires two-thirds of the Assembly, and a referendum for provisions on the political system or rights.Bills are passed by the Hellenic Parliament and promulgated by the President; a Special Highest Court resolves disputes over constitutionality.Bills pass committee and plenary in the National Assembly and are transmitted to the Senate; disagreement is resolved by a joint commission or a second Assembly vote. Legal professionPractising litigators generally work through the Organizaciรณn Nacional de Bufetes Colectivos, a self-financing national body of collective law offices; independent private practice is not a recognised route. Membership of the Uniรณn Nacional de Juristas de Cuba is the professional association. Notarial functions are performed by state notaries.Dikigoroi (advocates) belong to local bar associations; symvolaiografoi (notaries) authenticate deeds and property transfers.A single bar for both legal zones: advocates admitted to the Cameroon Bar Association may practise in common-law and civil-law courts alike, which makes bilingual competence a practical necessity.
