Constitutional amendment requires two-thirds of the Assembly, and a referendum for provisions on the political system or rights.Bills are published in the Gazette, read three times in the National Assembly with committee scrutiny, and presented for presidential assent. Constitutional amendments require two-thirds of the membership, and amendments touching the bill of rights or the sovereignty provisions additionally require a national referendum โ€” the reason several attempted rights reforms have stalled.
Legal professionPractising litigators generally work through the Organizaciรณn Nacional de Bufetes Colectivos, a self-financing national body of collective law offices; independent private practice is not a recognised route. Membership of the Uniรณn Nacional de Juristas de Cuba is the professional association. Notarial functions are performed by state notaries.A fused profession of practitioners admitted after a law degree and the Zambia Institute of Advanced Legal Education programme, regulated by the Law Association of Zambia; senior practitioners may be appointed State Counsel.
