Legal information, not legal advice. Every jurisdiction page carries its verification status and sources.

Comparison

Read two legal systems against each other

Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

Division of powersUnitary. The 32 provinces are administrative divisions headed by centrally appointed governors, while municipalities have elected councils with limited own-source powers under Law 176-07.Unitary, with 24 governorates and an elected local tier whose powers were expanded by the 2018 Code of Local Authorities and then reduced when elected municipal councils were dissolved in 2023. The 2022 constitution adds a chamber of regions and districts to represent local government nationally.
How law is madeBills may be introduced by legislators, the President, the Supreme Court on judicial matters, the electoral bodies, or by popular initiative. Both chambers must approve the same text in two readings; the President may observe (veto) a bill, which Congress overrides with two-thirds of each chamber. Constitutional reform requires a special National Revising Assembly.Bills are introduced by the President or by at least ten members of the Assembly, with government bills taking priority. They are considered in committee and plenary; finance and organic bills follow reinforced procedures. The President promulgates statutes and may return a bill for reconsideration or put it to referendum. Since 2021 a substantial volume of law has been made by presidential decree-law, which remains in force without subsequent parliamentary ratification.
Legal professionA law degree (licenciatura en derecho) plus exequรกtur granted by the executive on the Supreme Court's certification authorises practice. The Colegio de Abogados de la Repรบblica Dominicana is the mandatory bar. Notaries are a separate licensed corps with limited numbers and exclusive authority over authentic acts.Avocats are admitted through the Ordre National des Avocats de Tunisie after a professional certificate and pupillage, and the Ordre has historically been a significant political actor โ€” it shared the 2015 Nobel Peace Prize as part of the National Dialogue Quartet. Judges are career appointments trained at the Institut Supรฉrieur de la Magistrature; the independence of judicial appointments has been the central controversy since the dissolution of the elected judicial council in 2022.

A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ€” the constitutional detail behind a one-line summary is often the part that governs the outcome.
