Division of powersA parliamentary republic with a largely ceremonial President, a Government answerable to Parliament and an independent judiciary organised into civil/criminal, administrative and audit branches.Nine Lรคnder hold their own constitutions, parliaments and governments, but the federation retains far more legislative power than in Germany or Switzerland; much Lรคnder activity is administering federal law (mittelbare Bundesverwaltung). Three separate high courts sit at the apex, for constitutional, administrative and ordinary matters respectively.Strongly presidential: the President legislates by decree, appoints half of the Constitutional Court and the Supreme Court leadership, and the All-Belarusian Peopleโ€™s Assembly holds constitutional functions above the ordinary branches.
How law is madeBills are passed by the Hellenic Parliament and promulgated by the President; a Special Highest Court resolves disputes over constitutionality.Bills originate with the government, members of the Nationalrat, the Bundesrat or a popular initiative, and pass three readings in the Nationalrat. The Bundesrat may object but can normally be overridden. The Federal President authenticates the law, the Chancellor countersigns, and it is published in the Bundesgesetzblatt.Bills pass the House of Representatives and the Council of the Republic and are signed by the President, who may return them. Separately, the President may issue decrees and edicts with the force of law, including on matters otherwise reserved to statute.
Legal professionDikigoroi (advocates) belong to local bar associations; symvolaiografoi (notaries) authenticate deeds and property transfers.A Rechtsanwalt qualifies through a law degree, five years of practical training including at least three in a law firm and some months at court, and the bar examination. Admission is via the regional bar chambers under the umbrella of the ร–sterreichischer Rechtsanwaltskammertag. Notaries are a separate profession with appointments limited in number.Advocacy is organised through territorial bar collegiums under close Ministry of Justice supervision; 2021 amendments abolished independent practice and required membership of a legal consultancy office.
