How law is madeTransitional texts have been adopted by the Conseil national de la transition or issued as ordinances; the 2025 constitution provides for ordinary legislative passage and promulgation.Bills originate with the government, members of the Nationalrat, the Bundesrat or a popular initiative, and pass three readings in the Nationalrat. The Bundesrat may object but can normally be overridden. The Federal President authenticates the law, the Chancellor countersigns, and it is published in the Bundesgesetzblatt.Bills receive three debates in the National Assembly. The President may object in whole or in part; the Assembly insists with a two-thirds vote, after which the President must promulgate unless the objection was constitutional, in which case the Supreme Court decides.
Legal professionAvocats admitted through the Barreau de Guinรฉe after a law degree and traineeship; notaires and huissiers are separate offices.A Rechtsanwalt qualifies through a law degree, five years of practical training including at least three in a law firm and some months at court, and the bar examination. Admission is via the regional bar chambers under the umbrella of the ร–sterreichischer Rechtsanwaltskammertag. Notaries are a separate profession with appointments limited in number.Practice requires a Panamanian law degree and a licence from the Supreme Court; the Colegio Nacional de Abogados is influential but membership is voluntary. Only Panamanian lawyers may appear in court, which is why offshore work is routinely structured through local counsel.
