Division of powersPower is concentrated in the Supreme Pontiff, exercised through the Pontifical Commission for Vatican City State (legislative), the Governorate (executive) and the Vatican tribunals (judicial).Unitary. How law is madeLaws are prepared by the Pontifical Commission and take effect with the Pope’s approval, published in the Acta Apostolicae Sedis supplement.Bills may be introduced by deputies, the President, the Cabinet or by a popular initiative of 10,000 voters — a route that genuinely exists and has been used. Drafts must be published for public consultation under the Law on Normative Legal Acts, and bills affecting rights require an expert assessment. After three readings in the Jogorku Kenesh the President may sign or return the bill, and a veto is overridden by two-thirds. The President may also put constitutional amendments and other questions directly to referendum.
Legal professionAdvocates are enrolled with the Vatican tribunals; canon lawyers (canonists) practise before ecclesiastical courts.Advocates practise under the Law on the Advocacy and Advocates' Activity 2014, which created the Bar Association of the Kyrgyz Republic with mandatory membership and a single licence issued after examination and internship. Only advocates may conduct criminal defence. Notaries are separately licensed and their acts are compulsory for real-estate transfers, mortgages and many family instruments. Legal aid in criminal cases is administered by the Ministry of Justice under the Law on State Guaranteed Legal Aid.
