Different legal regimes apply in the West Bank, where military orders and Jordanian-derived law operate alongside Israeli law applied personally to settlers, and the atlas records that separately under Palestine rather than folding it into this entry.Formally unitary over the West Bank and Gaza Strip. How law is madeA bill passes a preliminary reading, committee stage and three readings in the Knesset. There is no upper chamber and no presidential veto, so a bare majority of those voting can enact primary legislation and, in most cases, amend a Basic Law. The Attorney General's opinion on legality is treated as binding on government, which makes that office a significant pre-enactment check in the absence of a second chamber.The Basic Law contemplates bills passing the Legislative Council in three readings and being promulgated by the President. Since 2007, with the Council not sitting, legislation has been issued as presidential decree-law under Article 43, published in the Official Gazette al-Waqa'i al-Filastiniyya. Because Article 43 requires later presentation to the Council, the standing of the accumulated body of decree-laws is itself a live constitutional question.
Legal professionA single fused profession of advocates admitted by the Israel Bar Association, which is a statutory body: membership is compulsory and it controls the bar examinations and the mandatory articles year. Israel has one of the highest ratios of lawyers to population in the world. Notarial functions are performed by senior advocates licensed as notaries rather than by a separate notariat, which distinguishes the system from its civil-law neighbours.Lawyers are admitted by the Palestinian Bar Association after a law degree and a two-year traineeship, with compulsory membership. Practice is complicated by movement restrictions and by the divergence between West Bank and Gaza law, so practitioners tend to specialise territorially. Sharia court advocacy is separately licensed. Legal aid is provided mainly through the Bar's committees and by non-governmental clinics rather than a state defender service.
