| Division of powers | Unitary. Seven regions (oblasts) plus the cities of Bishkek and Osh, subdivided into districts and local self-governing communities (ayil aymaks). Regional and district heads are appointed within the executive chain, while ayil kenesh councils are elected and hold defined local competences including local land allocation, which matters because pasture is managed communally under the Law on Pastures 2009. | Unitary. After three readings in the Jogorku Kenesh the President may sign or return the bill, and a veto is overridden by two-thirds.
