How law is madeBills may be introduced by deputies, the President, the Cabinet or by a popular initiative of 10,000 voters — a route that genuinely exists and has been used. Drafts must be published for public consultation under the Law on Normative Legal Acts, and bills affecting rights require an expert assessment. After three readings in the Jogorku Kenesh the President may sign or return the bill, and a veto is overridden by two-thirds. The President may also put constitutional amendments and other questions directly to referendum.Bills are examined in committee and plenary and passed by the legislature, then promulgated by the President. The Constitutional Council may be seised before promulgation.
Legal professionAdvocates practise under the Law on the Advocacy and Advocates' Activity 2014, which created the Bar Association of the Kyrgyz Republic with mandatory membership and a single licence issued after examination and internship. Only advocates may conduct criminal defence. Notaries are separately licensed and their acts are compulsory for real-estate transfers, mortgages and many family instruments. Legal aid in criminal cases is administered by the Ministry of Justice under the Law on State Guaranteed Legal Aid.Avocats admitted through the Ordre des avocats du Tchad; the profession is concentrated in N'Djamena.
