Legal information, not legal advice. Every jurisdiction page carries its verification status and sources.

Comparison

Read two legal systems against each other

Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

Division of powersNominally unitary with governorates and municipalities. In practice authority is divided between competing administrations and local armed actors, and municipal councils have in many places become the most functional layer of government.Strongly presidential: the President legislates by decree, appoints half of the Constitutional Court and the Supreme Court leadership, and the All-Belarusian Peopleโ€™s Assembly holds constitutional functions above the ordinary branches.Unitary. Parliament legislates nationally; the Family Islands are administered through local government districts created by the Local Government Act 1996, with New Providence excluded from that scheme.
How law is madeThere is no single functioning legislative process. The House of Representatives passes laws that the High Council of State contests, and the rival administrations issue decrees within their areas of control. Whether a given instrument is law therefore depends on which authority is recognised, which is exactly why this profile is marked as requiring research rather than described as settled.Bills pass the House of Representatives and the Council of the Republic and are signed by the President, who may return them. Separately, the President may issue decrees and edicts with the force of law, including on matters otherwise reserved to statute.Bills pass three readings in the House of Assembly and Senate before the Governor-General assents. Entrenched constitutional provisions, including those on citizenship and the composition of Parliament, require both a three-quarters parliamentary majority and approval by referendum, which is why constitutional change has repeatedly failed.
Legal professionAdvocates are admitted through the Libyan Bar Association, and the profession has continued to function, including in human-rights litigation, despite serious risks to practitioners. Judicial appointments run through the Supreme Judicial Council. Reliable current information on admission requirements and numbers is limited, which is reflected in the verification status of this entry.Advocacy is organised through territorial bar collegiums under close Ministry of Justice supervision; 2021 amendments abolished independent practice and required membership of a legal consultancy office.A fused profession of counsel and attorneys admitted by the Supreme Court under the Legal Profession Act 1992, after a law degree and either the Legal Education Certificate or qualification in another common-law jurisdiction. The Bahamas Bar Association and its Bar Council regulate practice.

A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ€” the constitutional detail behind a one-line summary is often the part that governs the outcome.
