Constitutional amendments need two-thirds of Congress plus a majority of state legislatures (Article 135).Bills come from the government or from at least twenty members of either chamber. They are examined in committee, passed by the People's National Assembly and then the Council of the Nation, with a joint commission resolving disagreement. Organic laws require an absolute majority in the lower house and a three-quarters majority in the upper, plus mandatory constitutional review. The President promulgates within thirty days and may seek a second reading requiring a two-thirds majority to overcome.Bills are introduced by members of the State Great Khural, the President or the Cabinet, considered in standing committee and then in plenary. The President may veto a bill in whole or in part, and the veto is overridden by a two-thirds majority. Laws take effect ten days after publication in the State Information Bulletin unless the statute provides otherwise. The Law on Legislation requires regulatory impact assessment and public consultation for draft laws.
Legal professionA law degree plus a cรฉdula profesional from the Education Ministry licenses practice; there is no compulsory bar examination or single mandatory bar, which distinguishes Mexico from most of the region. Notaries public are a separate, strictly limited state-appointed profession with exclusive competence over real estate and company deeds.Avocats are admitted through regional bars coordinated by the Union Nationale des Ordres des Avocats, with separate accreditation required for appearance before the Supreme Court and Council of State. Judges and prosecutors form a single career magistracy trained at the ร‰cole Supรฉrieure de la Magistrature. Notaries and bailiffs are regulated public officers in the French tradition, and notarial deeds are compulsory for real-property transfers.Advocates are licensed under the Law on the Legal Status of Lawyers 2012, which separated the profession into advocates, prosecutors and notaries and created the Mongolian Bar Association as a self-governing body with mandatory membership. Entry requires a law degree, a qualifying examination and a period of supervised practice. Notaries hold a distinct licence and their involvement is mandatory for many property and corporate transactions, a survival of the Soviet-era formality requirements.
