Comparison
Read two legal systems against each other
Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

| Division of powers | A unitary state of about two square kilometres with a single commune. Legislative power is exercised jointly by the Prince and the National Council; executive power belongs to the Prince, exercised through the Minister of State and the Government Council; judicial power is delegated by the Prince to the courts, with the Tribunal Suprรชme acting as both constitutional and supreme administrative court. | Strongly presidential: the President legislates by decree, appoints half of the Constitutional Court and the Supreme Court leadership, and the All-Belarusian Peopleโs Assembly holds constitutional functions above the ordinary branches. | Parliamentary government with a directly elected President since 2013 whose powers remain mostly formal, checked by a Constitutional Court that may annul both statutes and judicial decisions. |
| How law is made | A bill may be initiated by the Prince or proposed by the National Council. Government bills are laid before the Council, examined in committee and voted; adoption requires the agreement of both the Prince and the Council. The Prince then promulgates the law by sovereign ordinance and it is published in the Journal de Monaco. | Bills pass the House of Representatives and the Council of the Republic and are signed by the President, who may return them. Separately, the President may issue decrees and edicts with the force of law, including on matters otherwise reserved to statute. | Three readings in the Chamber of Deputies, then the Senate within 30 days; the Chamber may override the Senate, and a presidential veto, by an absolute majority of all deputies. Publication in the Collection of Laws is a condition of validity. |
| Legal profession | A small bar of avocats-dรฉfenseurs, avocats and avocats stagiaires, organised as the Ordre des Avocats, with admission requiring Monegasque nationality preference, a law degree and a traineeship. French avocats may appear in specified circumstances. Notaries are appointed by sovereign ordinance and are few in number. | Advocacy is organised through territorial bar collegiums under close Ministry of Justice supervision; 2021 amendments abolished independent practice and required membership of a legal consultancy office. | A single advocacy profession (advokรกti) regulated by the Czech Bar Association, entered after a three-year traineeship and examination. Notaries, executors and insolvency administrators are separate professions. |
A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ the constitutional detail behind a one-line summary is often the part that governs the outcome.
