How law is madeA bill may be initiated by the Prince or proposed by the National Council. The Prince then promulgates the law by sovereign ordinance and it is published in the Journal de Monaco.Bills receive two readings in the National Assembly. The President may return a bill once; an absolute majority overrides. Promulgation in Darzhaven Vestnik is required, with entry into force normally three days later.Bills receive three readings with committee scrutiny; certificates of financial implication are required for money bills. The President assents, returns the bill twice with recommendations, or it becomes law if passed a third time by two-thirds.
Legal professionA small bar of avocats-dรฉfenseurs, avocats and avocats stagiaires, organised as the Ordre des Avocats, with admission requiring Monegasque nationality preference, a law degree and a traineeship. French avocats may appear in specified circumstances. Notaries are appointed by sovereign ordinance and are few in number.Attorneys (ะฐะดะฒะพะบะฐั‚ะธ) are admitted through the regional bars under the Supreme Bar Council; notaries and private enforcement agents are organised in separate chambers.Fused; an LLB, the Law Development Centre post-graduate diploma and enrolment admit an advocate. The Uganda Law Society is the professional body.
