How law is madeA bill may be initiated by the Prince or proposed by the National Council. Government bills are laid before the Council, examined in committee and voted; adoption requires the agreement of both the Prince and the Council. The Prince then promulgates the law by sovereign ordinance and it is published in the Journal de Monaco.Bills receive three readings with committee scrutiny; certificates of financial implication are required for money bills. The President assents, returns the bill twice with recommendations, or it becomes law if passed a third time by two-thirds.Bills are debated and approved article by article in Congress. The President may veto within ten days; Congress overrides with two-thirds. Constitutional amendments require two-thirds in two consecutive ordinary sessions, and cannot touch the entrenched articles.
Legal professionA small bar of avocats-dรฉfenseurs, avocats and avocats stagiaires, organised as the Ordre des Avocats, with admission requiring Monegasque nationality preference, a law degree and a traineeship. French avocats may appear in specified circumstances. Notaries are appointed by sovereign ordinance and are few in number.Fused; an LLB, the Law Development Centre post-graduate diploma and enrolment admit an advocate. The Uganda Law Society is the professional body.Practice requires membership of the Colegio de Abogados de Honduras. Lawyers are admitted as abogado and may obtain a separate notarial commission from the Supreme Court after five years of practice.
