Legal information, not legal advice. Every jurisdiction page carries its verification status and sources.

Comparison

Read two legal systems against each other

Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

Division of powersUnitary. Twenty-one provinces (aimags) plus the capital, subdivided into soums and districts. Local self-governing assemblies (hurals) sit alongside centrally appointed governors, who are nominated locally but confirmed by the Prime Minister โ€” a hybrid that keeps substantial central control over local administration.Presidential system under the 2024 constitution, with a bicameral Parliament of National Assembly and Senate and a judiciary headed by the Court of Cassation, Council of State and Constitutional Court.Genuine federalism. The national government holds foreign affairs, defence, immigration, currency and interstate commerce; everything else, including land tenure, is state or local. Each state has its own constitution and supreme court, and Yap's constitution creates Councils of Pilung and Tamol โ€” traditional leaders' councils with power to disapprove state legislation affecting tradition and custom.
How law is madeBills are introduced by members of the State Great Khural, the President or the Cabinet, considered in standing committee and then in plenary. The President may veto a bill in whole or in part, and the veto is overridden by a two-thirds majority. Laws take effect ten days after publication in the State Information Bulletin unless the statute provides otherwise. The Law on Legislation requires regulatory impact assessment and public consultation for draft laws.Bills pass committee and plenary in both chambers and are promulgated by the President. The Constitutional Court may review a text before promulgation on referral.Bills pass Congress and are signed by the President, who has a veto that Congress may override. Because the four at-large senators serve longer terms and are the pool from which the President is drawn, national politics is structured around balancing the states rather than around parties โ€” there are no formal political parties. Constitutional amendments may be proposed by Congress, by a convention, or by popular initiative, and require ratification by three-quarters of the voters in three of the four states.
Legal professionAdvocates are licensed under the Law on the Legal Status of Lawyers 2012, which separated the profession into advocates, prosecutors and notaries and created the Mongolian Bar Association as a self-governing body with mandatory membership. Entry requires a law degree, a qualifying examination and a period of supervised practice. Notaries hold a distinct licence and their involvement is mandatory for many property and corporate transactions, a survival of the Soviet-era formality requirements.Avocats admitted through the Ordre des avocats du Gabon; notaires and huissiers are separate regulated professions.Admission is to the FSM Supreme Court, with rules that recognise foreign qualifications, so many practitioners trained in the United States. A distinctive feature is the trial counselor: a non-lawyer licensed to appear in certain courts after examination, which is how most representation is delivered outside the main centres. Practitioners must often hold admission both nationally and in the relevant state.

A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ€” the constitutional detail behind a one-line summary is often the part that governs the outcome.
