Because Article 43 requires later presentation to the Council, the standing of the accumulated body of decree-laws is itself a live constitutional question.Bills are examined in committee and plenary in both chambers; certain organic laws require reinforced majorities reflecting the ethnic balance provisions. Legal professionLawyers are admitted by the Palestinian Bar Association after a law degree and a two-year traineeship, with compulsory membership. Practice is complicated by movement restrictions and by the divergence between West Bank and Gaza law, so practitioners tend to specialise territorially. Sharia court advocacy is separately licensed. Legal aid is provided mainly through the Bar's committees and by non-governmental clinics rather than a state defender service.Avocats admitted through the Ordre des avocats du Burundi after a law degree and traineeship; the profession is concentrated in Bujumbura.
