Division of powersUnitary with seventeen departments and the capital district, each with an elected governor and departmental board holding administrative and limited fiscal competence. Constitutional amendment requires a two-thirds vote of each chamber and ratification by referendum; wholesale reform requires a constituent assembly.Bills pass three readings in the House of Assembly and the Senate, then receive presidential assent. The Senate may delay a money bill by one month and other bills by longer, but cannot block indefinitely. Constitutional amendments require a two-thirds majority of all members of each House.Bills may be introduced by deputies, the President, the Cabinet or by a popular initiative of 10,000 voters โ€” a route that genuinely exists and has been used. Drafts must be published for public consultation under the Law on Normative Legal Acts, and bills affecting rights require an expert assessment. After three readings in the Jogorku Kenesh the President may sign or return the bill, and a veto is overridden by two-thirds. The President may also put constitutional amendments and other questions directly to referendum.
Legal professionA law degree and registration of the title with the Supreme Court, which maintains the roll and exercises discipline. Bar membership is voluntary. Because both Spanish and Guaranรญ are official, courts must provide interpretation, and practitioners outside Asunciรณn are commonly bilingual.A fused profession of attorneys-at-law under the Legal Profession Act, admitted after a law degree and the Legal Education Certificate. The Barbados Bar Association handles professional matters and a statutory Disciplinary Committee hears complaints.Advocates practise under the Law on the Advocacy and Advocates' Activity 2014, which created the Bar Association of the Kyrgyz Republic with mandatory membership and a single licence issued after examination and internship. Only advocates may conduct criminal defence. Notaries are separately licensed and their acts are compulsory for real-estate transfers, mortgages and many family instruments. Legal aid in criminal cases is administered by the Ministry of Justice under the Law on State Guaranteed Legal Aid.
