Division of powersUnitary with seventeen departments and the capital district, each with an elected governor and departmental board holding administrative and limited fiscal competence. Statutory laws on rights must clear the Constitutional Court before promulgation. Amendments proceed by act of Congress over two consecutive ordinary sessions, by referendum, or by constituent assembly; the Court may strike an amendment down for substituting the Constitution rather than reforming it.A bill passes three readings in the House of Representatives, then the Senate, and receives the Governor-General's assent. Money bills originate in the House. Constitutional amendments need a two-thirds majority of all House members, and certain entrenched provisions require three-quarters.Bills pass both chambers; persistent disagreement is resolved by a joint commission or a final National Assembly vote. The President promulgates within the constitutional period, and the Constitutional Court may be seised beforehand.Three readings plus committee study in each chamber, then Royal Assent. Legal professionA law degree and registration of the title with the Supreme Court, which maintains the roll and exercises discipline. Bar membership is voluntary. Because both Spanish and Guaranรญ are official, courts must provide interpretation, and practitioners outside Asunciรณn are commonly bilingual.A five-year degree, a period of practice or a monograph, and a professional card (tarjeta profesional) issued by the Consejo Superior de la Judicatura, which also disciplines lawyers. Advocacy in most matters requires a licensed abogado, but the tutela is a deliberate exception: it may be filed by anyone, in writing or orally, without a lawyer.A fused profession of attorneys-at-law admitted by the High Court under the Legal Profession Act, with the Bar Association of Belize exercising disciplinary functions. Commonwealth qualifications are recognised on application, which keeps a small bar workable.Avocats admitted to provincial bars under the national Ordre des avocats after a law degree and traineeship; dรฉfenseurs judiciaires assist in lower courts.Provincial law societies regulate admission: an accredited degree, articles, and bar admission courses.
