Legal information, not legal advice. Every jurisdiction page carries its verification status and sources.

Comparison

Read two legal systems against each other

Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

Division of powersUnitary with seventeen departments and the capital district, each with an elected governor and departmental board holding administrative and limited fiscal competence. Legislative power is national.Unitary. Eleven governorates headed by appointed governors, with municipal councils holding advisory functions over local services. No legislative competence exists below the national level.Semi-presidential government with a directly elected President focused on foreign and security policy, a Government answerable to the Seimas, and a separate Constitutional Court.Unitary with 14 administrative regions and elected regional councils, which also constitute the National Council, the upper chamber. Traditional authorities exercise recognised functions over communal land and customary law.Unitary but with a constitutionally mandated Local Government Code devolving substantial powers, and one autonomous region: the Bangsamoro Autonomous Region in Muslim Mindanao, created in 2019 under the Bangsamoro Organic Law with its own parliament and its own Syariah justice system.
How law is madeBills may start in either chamber and must pass both. The President may object in whole or part; Congress overcomes an objection by absolute majority in both chambers. Constitutional amendment requires a two-thirds vote of each chamber and ratification by referendum; wholesale reform requires a constituent assembly.Draft legislation is prepared by ministries and the Council of Ministers, may be referred to the Council of Oman for review, and takes effect on the Sultan's signature and publication in the Official Gazette. The Majlis al-Shura may propose legislation and question ministers, and its role was modestly strengthened after 2011, but it cannot enact or block a royal decree.Bills are adopted by the Seimas and signed by the President, who may veto and return a bill for reconsideration.Bills pass the National Assembly through three readings, then go to the National Council for review. The Council may confirm, propose amendments, or object; the Assembly can override an objection by a two-thirds majority. The President then assents, and constitutional amendments require two-thirds of both chambers and may never diminish the rights chapter.A bill passes three readings in each chamber, is reconciled in a bicameral conference committee, and goes to the President, who may veto it in whole or โ€” uniquely for appropriation, revenue and tariff bills โ€” line by line. Congress may override by two-thirds of each house voting separately. The Constitution also reserves a people's initiative for amendments, though the enabling machinery has repeatedly been held inadequate.
Legal professionA law degree and registration of the title with the Supreme Court, which maintains the roll and exercises discipline. Bar membership is voluntary. Because both Spanish and Guaranรญ are official, courts must provide interpretation, and practitioners outside Asunciรณn are commonly bilingual.Advocacy is regulated by the Ministry of Justice and Legal Affairs; Omani nationality is required for rights of audience, and foreign lawyers practise as consultants within licensed firms. Pleadings are in Arabic. Judges are appointed by royal decree on the recommendation of the Supreme Judicial Council. Notarisation is required for real property dispositions, and land registration is administered by the Ministry of Housing and Urban Planning.Advocates belong to the Lithuanian Bar Association; notaries handle property, company and succession formalities.A fused profession under the Legal Practitioners Act: a single class of legal practitioner is admitted after a law degree and the Justice Training Centre's postgraduate course, and the Law Society of Namibia regulates practice.A single fused profession of attorneys admitted to the Philippine Bar by the Supreme Court itself, which controls admission, discipline and the rules of practice โ€” a power the Constitution assigns to the Court rather than to the executive or a bar council. Candidates complete a four-year law degree and sit the Bar Examinations, historically among the hardest in Asia with pass rates often under 25 per cent. All lawyers belong to the Integrated Bar of the Philippines, and the Court has imposed mandatory continuing legal education since 2000.

A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ€” the constitutional detail behind a one-line summary is often the part that governs the outcome.
