Division of powersUnitary with seventeen departments and the capital district, each with an elected governor and departmental board holding administrative and limited fiscal competence. Legislative power is national.Unitary. The Emir may return a bill to the Council, and may legislate by decree when the Shura Council is not in session, subject to later submission. Following the 2024 amendment the Council is entirely appointed, so there is no elected legislative check.A draft goes through a formal consultation procedure (Vernehmlassung) with cantons and interest groups, then must be adopted in identical terms by both chambers, with a conciliation procedure to resolve differences. It then faces a hundred-day window in which 50,000 citizens can demand an optional referendum; only after that period, or a favourable vote, does it enter into force.
Legal professionA law degree and registration of the title with the Supreme Court, which maintains the roll and exercises discipline. Bar membership is voluntary. Because both Spanish and Guaranรญ are official, courts must provide interpretation, and practitioners outside Asunciรณn are commonly bilingual.Advocacy before the ordinary courts is reserved to Qatari nationals on the roll of advocates, with foreign lawyers licensed as consultants; onshore pleadings are in Arabic. The QICDRC admits common-law practitioners and sits in English. Attestation before the Ministry of Justice notary is required for powers of attorney, company documents and real property transfers.The Rechtsanwalt / avocat / avvocato qualification is cantonal: a law degree, a supervised traineeship and a cantonal bar examination, after which registration in a cantonal register permits practice throughout Switzerland. The Swiss Bar Association federates the cantonal bars. Notaries are separately regulated, and in some cantons the office is a public monopoly.
