Division of powersUnitary with seventeen departments and the capital district, each with an elected governor and departmental board holding administrative and limited fiscal competence. Legislative power is national.Unitary, with 24 governorates and an elected local tier whose powers were expanded by the 2018 Code of Local Authorities and then reduced when elected municipal councils were dissolved in 2023. Constitutional amendment requires a two-thirds vote of each chamber and ratification by referendum; wholesale reform requires a constituent assembly.Bills are introduced by the President or by at least ten members of the Assembly, with government bills taking priority. They are considered in committee and plenary; finance and organic bills follow reinforced procedures. The President promulgates statutes and may return a bill for reconsideration or put it to referendum. Since 2021 a substantial volume of law has been made by presidential decree-law, which remains in force without subsequent parliamentary ratification.Bills pass the National Assembly through three readings, then go to the National Council for review. The Council may confirm, propose amendments, or object; the Assembly can override an objection by a two-thirds majority. The President then assents, and constitutional amendments require two-thirds of both chambers and may never diminish the rights chapter.Bills originate with the government, members of the Nationalrat, the Bundesrat or a popular initiative, and pass three readings in the Nationalrat. The Bundesrat may object but can normally be overridden. The Federal President authenticates the law, the Chancellor countersigns, and it is published in the Bundesgesetzblatt.
Legal professionA law degree and registration of the title with the Supreme Court, which maintains the roll and exercises discipline. Bar membership is voluntary. Because both Spanish and Guaranรญ are official, courts must provide interpretation, and practitioners outside Asunciรณn are commonly bilingual.Avocats are admitted through the Ordre National des Avocats de Tunisie after a professional certificate and pupillage, and the Ordre has historically been a significant political actor โ€” it shared the 2015 Nobel Peace Prize as part of the National Dialogue Quartet. Judges are career appointments trained at the Institut Supรฉrieur de la Magistrature; the independence of judicial appointments has been the central controversy since the dissolution of the elected judicial council in 2022.A fused profession under the Legal Practitioners Act: a single class of legal practitioner is admitted after a law degree and the Justice Training Centre's postgraduate course, and the Law Society of Namibia regulates practice.A Rechtsanwalt qualifies through a law degree, five years of practical training including at least three in a law firm and some months at court, and the bar examination. Admission is via the regional bar chambers under the umbrella of the ร–sterreichischer Rechtsanwaltskammertag. Notaries are a separate profession with appointments limited in number.
