Division of powers	Unitary with seventeen departments and the capital district, each with an elected governor and departmental board holding administrative and limited fiscal competence. Legislative power is national.	Semi-presidential: a directly elected President appoints key security and foreign-policy figures while the Cabinet is formed by and answerable to the Verkhovna Rada.	A parliamentary republic with a directly elected President focused on defence and foreign affairs, a Government answerable to the Sabor and an independent judiciary.
How law is made	Bills may start in either chamber and must pass both. The President may object in whole or part; Congress overcomes an objection by absolute majority in both chambers. Constitutional amendment requires a two-thirds vote of each chamber and ratification by referendum; wholesale reform requires a constituent assembly.	Bills pass first, second and sometimes third readings in the Verkhovna Rada, are signed by the President within fifteen days, and a veto is overridden by two-thirds of deputies. Laws take effect on publication unless stated otherwise.	Laws are adopted by the Sabor and promulgated by the President; the Constitutional Court may review them for conformity with the constitution.
Legal profession	A law degree and registration of the title with the Supreme Court, which maintains the roll and exercises discipline. Bar membership is voluntary. Because both Spanish and Guaraní are official, courts must provide interpretation, and practitioners outside Asunción are commonly bilingual.	Advocates are admitted by the Ukrainian National Bar Association (UNBA) after qualification examination and traineeship; representation before the courts is reserved to advocates in most categories of case.	Odvjetnici belong to the Croatian Bar Association; javni bilježnici (notaries) handle deeds, company acts and succession.
