Comparison
Read two legal systems against each other
Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

| Division of powers | Unitary and decentralised, with twenty-five regional governments and the Lima Metropolitan Municipality holding elected councils and administrative competence. Peasant and native communities exercise jurisdiction within their territory under Article 149 in coordination with the justices of the peace. | Unitary, with 24 governorates and an elected local tier whose powers were expanded by the 2018 Code of Local Authorities and then reduced when elected municipal councils were dissolved in 2023. The 2022 constitution adds a chamber of regions and districts to represent local government nationally. |
| How law is made | Bills come from Congress, the executive, regional governments or citizens. A single chamber debates in committee and plenary; a second vote is required unless exempted. The President may observe a bill, and Congress insists by absolute majority. Constitutional amendment needs an absolute majority in two successive ordinary legislatures, or a two-thirds vote plus referendum. | Bills are introduced by the President or by at least ten members of the Assembly, with government bills taking priority. They are considered in committee and plenary; finance and organic bills follow reinforced procedures. The President promulgates statutes and may return a bill for reconsideration or put it to referendum. Since 2021 a substantial volume of law has been made by presidential decree-law, which remains in force without subsequent parliamentary ratification. |
| Legal profession | A law degree followed by a bachiller and tรญtulo de abogado, then compulsory registration with one of the departmental colegios de abogados, which hold disciplinary power. Registration in one college permits practice nationwide. Notaries are a separate profession appointed by competitive examination. | Avocats are admitted through the Ordre National des Avocats de Tunisie after a professional certificate and pupillage, and the Ordre has historically been a significant political actor โ it shared the 2015 Nobel Peace Prize as part of the National Dialogue Quartet. Judges are career appointments trained at the Institut Supรฉrieur de la Magistrature; the independence of judicial appointments has been the central controversy since the dissolution of the elected judicial council in 2022. |
A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ the constitutional detail behind a one-line summary is often the part that governs the outcome.
