Division of powersA parliamentary republic in which two Captains Regent serve as joint ceremonial heads of state for six months, a Congress of State governs, and the Grand and General Council legislates.Unitary. Seven regions (oblasts) plus the cities of Bishkek and Osh, subdivided into districts and local self-governing communities (ayil aymaks). Regional and district heads are appointed within the executive chain, while ayil kenesh councils are elected and hold defined local competences including local land allocation, which matters because pasture is managed communally under the Law on Pastures 2009.
How law is madeLaws are adopted by the Grand and General Council and promulgated in the name of the Captains Regent.Bills may be introduced by deputies, the President, the Cabinet or by a popular initiative of 10,000 voters โ€” a route that genuinely exists and has been used. Drafts must be published for public consultation under the Law on Normative Legal Acts, and bills affecting rights require an expert assessment. After three readings in the Jogorku Kenesh the President may sign or return the bill, and a veto is overridden by two-thirds. The President may also put constitutional amendments and other questions directly to referendum.
Legal professionAvvocati and notai belong to the professional order of San Marino; many judges are non-resident Italian magistrates appointed for fixed terms.Advocates practise under the Law on the Advocacy and Advocates' Activity 2014, which created the Bar Association of the Kyrgyz Republic with mandatory membership and a single licence issued after examination and internship. Only advocates may conduct criminal defence. Notaries are separately licensed and their acts are compulsory for real-estate transfers, mortgages and many family instruments. Legal aid in criminal cases is administered by the Ministry of Justice under the Law on State Guaranteed Legal Aid.
