Division of powersUnitary, with ten districts headed by appointed district commissioners and elected district councils. Indigenous and Maroon communities in the interior are governed by traditional authorities whose land rights are not yet fully codified, despite repeated Inter-American Court rulings requiring it.Unitary and deliberately centralised. There is no upper house. A constitutional amendment requires the support of three-quarters of all members of Parliament and then approval by three-quarters of registered voters at a referendum, a threshold that has never been met.
Legal professionQualification is by a Surinamese law degree from the Anton de Kom University followed by admission as an advocaat by the Hof van Justitie and enrolment in the Surinaamse Orde van Advocaten. Practice is conducted in Dutch, so foreign parties should budget for sworn translation; notarissen hold exclusive competence over conveyancing and company deeds.A fused profession under the Legal Practitioners Act 2009: practitioners are admitted by the Chief Justice as barristers and solicitors. Most qualify through the University of the South Pacific law degree followed by the Professional Diploma in Legal Practice. Admission and discipline are handled by the Chief Registrar and the Independent Legal Services Commission rather than by the Fiji Law Society, which is a voluntary professional body.
