The President may return it once for reconsideration or refer it to the Constitutional Court before promulgation and publication in Monitorul Oficial.Bills are read three times in the National Assembly, considered in committee, and assented to by the President, who may withhold assent and return a bill once. Notaries operate under the Ministry of Justice and their authentication is required for property and company transactions. Both the Bar's governance and the notarial network are affected by the transition, and displacement has made proof of title and civil status a dominant practical issue.Lawyers (avocați) are admitted through local bars affiliated to the UNBR after examination and a two-year traineeship; notaries and judicial enforcement officers are separate professions.A fused profession: an attorney-at-law both advises and appears. Qualification is normally an LLB from the University of Guyana followed by the Legal Education Certificate from a Council of Legal Education school, then admission by the High Court. The Guyana Bar Association represents practitioners while discipline rests with the courts.
