Legal information, not legal advice. Every jurisdiction page carries its verification status and sources.

Comparison

Read two legal systems against each other

Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

Division of powersUnitary, with 24 governorates and an elected local tier whose powers were expanded by the 2018 Code of Local Authorities and then reduced when elected municipal councils were dissolved in 2023. The 2022 constitution adds a chamber of regions and districts to represent local government nationally.Semi-presidential government with a directly elected President focused on foreign and security policy, a Government answerable to the Seimas, and a separate Constitutional Court.Unitary with ten districts, and a recognised hierarchy of chiefs exercising customary functions over land allocation and local dispute resolution. The Senate includes the twenty-two principal chiefs ex officio.
How law is madeBills are introduced by the President or by at least ten members of the Assembly, with government bills taking priority. They are considered in committee and plenary; finance and organic bills follow reinforced procedures. The President promulgates statutes and may return a bill for reconsideration or put it to referendum. Since 2021 a substantial volume of law has been made by presidential decree-law, which remains in force without subsequent parliamentary ratification.Bills are adopted by the Seimas and signed by the President, who may veto and return a bill for reconsideration.Bills pass three readings in the National Assembly, go to the Senate for review, and receive royal assent. The Senate can delay but not indefinitely block ordinary bills. Amendments to entrenched constitutional provisions require a two-thirds majority and, for the most protected clauses, a referendum.
Legal professionAvocats are admitted through the Ordre National des Avocats de Tunisie after a professional certificate and pupillage, and the Ordre has historically been a significant political actor โ€” it shared the 2015 Nobel Peace Prize as part of the National Dialogue Quartet. Judges are career appointments trained at the Institut Supรฉrieur de la Magistrature; the independence of judicial appointments has been the central controversy since the dissolution of the elected judicial council in 2022.Advocates belong to the Lithuanian Bar Association; notaries handle property, company and succession formalities.A split profession in form โ€” advocates and attorneys are separately admitted under the Legal Practitioners Act โ€” though in practice many practitioners hold both admissions; the Law Society of Lesotho regulates the attorneys' branch.

A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full โ€” the constitutional detail behind a one-line summary is often the part that governs the outcome.
