The executive may veto, overcome by three-fifths of the joint assembly. Distinctively, 25% of registered voters can force a referendum to repeal a statute within one year of promulgation, and 10% can initiate a constitutional plebiscite.
Legal professionA single profession of avukat, admitted after a four-year law faculty degree and a one-year traineeship, with compulsory membership of a provincial bar association under the Union of Turkish Bar Associations. Representation by counsel is mandatory for companies in most litigation. Judges and prosecutors form a separate career entered by examination and the Justice Academy, and notaries hold a licensed monopoly over authenticated instruments โ€” property transfers require both notarial and land registry formality.Practice requires membership of the Colegio de Abogados de Honduras. Lawyers are admitted as abogado and may obtain a separate notarial commission from the Supreme Court after five years of practice.A degree from the Universidad de la Repรบblica or an accredited private faculty confers the title of abogado, with registration by the Supreme Court. Membership of the Colegio de Abogados del Uruguay is voluntary; the Supreme Court exercises discipline. Escribanos pรบblicos are a separate profession with exclusive competence over conveyancing.
