Legal information, not legal advice. Every jurisdiction page carries its verification status and sources.

Comparison

Read two legal systems against each other

Because every portal follows the same fifteen-section outline, the comparison is genuinely like-for-like rather than a collage of whatever each government happens to publish.

Division of powersUnitary. 63 provinces and municipalities have People's Councils and People's Committees which administer within a centralised framework, and Hanoi, Ho Chi Minh City and several others have special statutes granting limited additional autonomy. There is no constitutional division of legislative competence.Federal. Grande Comore, Anjouan and Mohéli each have a governor and their own assembly with substantial autonomy over local administration, while the Union handles defence, currency, foreign affairs and nationality.
How law is madeThe National Assembly meets twice yearly and enacts laws by majority; between sessions its Standing Committee issues ordinances. Drafts are prepared by ministries, reviewed by the Ministry of Justice and published for comment. The President promulgates. Most operative detail arrives later in implementing decrees and circulars, so a law's effect frequently cannot be determined from the statute alone — a practical point the topic entries flag.Bills originate with the government or members of the Assembly of the Union, are examined in committee and passed by the Assembly, then promulgated by the President. Matters within island competence are legislated by the island assemblies, and disputes over the boundary between Union and island competence are a standing feature of Comorian constitutional practice.
Legal professionLawyers are members of the Vietnam Bar Federation and provincial bar associations, admitted under the Law on Lawyers after a law degree, the professional training course at the Judicial Academy, a twelve-month apprenticeship and the bar examination. Foreign law firms may establish branches and subsidiaries and advise on Vietnamese law only through licensed Vietnamese lawyers, and may not appear in court.A small bar of avocats admitted after French-model legal training, supplemented by qadis who require religious-law qualification for the personal-status jurisdiction; many practitioners train in France or Madagascar.

A comparison table flattens nuance by design. Where a difference matters to a decision you are making, open both portals and read the section in full — the constitutional detail behind a one-line summary is often the part that governs the outcome.
