The Majlis al-Shura may propose legislation and question ministers, and its role was modestly strengthened after 2011, but it cannot enact or block a royal decree.Government bills are prepared through the distinctive committee-of-inquiry and referral (remiss) process, examined by Riksdag committees and the Council on Legislation, and adopted by the Riksdag.
