The President assents; constitutional amendments require two-thirds of the membership of each chamber, and some provisions additionally require a referendum.A bill passes three readings in each chamber, is reconciled in a bicameral conference committee, and goes to the President, who may veto it in whole or — uniquely for appropriation, revenue and tariff bills — line by line. Congress may override by two-thirds of each house voting separately. The Constitution also reserves a people's initiative for amendments, though the enabling machinery has repeatedly been held inadequate.Bills are introduced by the government or members and passed by the House of the People, with the Upper House participating on matters affecting member states, before presidential assent. Because Article 2 subjects all legislation to consistency with Sharia and no court exists to adjudicate that limit, and because member-state legislation operates in parallel, the effective legislative picture cannot be described as unified.
Legal professionA fused profession of legal practitioners registered under the Legal Practitioners Act after a law degree and practical training, regulated by the Law Society of Zimbabwe; senior practitioners may be appointed Senior Counsel.A single fused profession of attorneys admitted to the Philippine Bar by the Supreme Court itself, which controls admission, discipline and the rules of practice — a power the Constitution assigns to the Court rather than to the executive or a bar council. Candidates complete a four-year law degree and sit the Bar Examinations, historically among the hardest in Asia with pass rates often under 25 per cent. All lawyers belong to the Integrated Bar of the Philippines, and the Court has imposed mandatory continuing legal education since 2000.Advocates practise through the Somali Bar Association and regional bar associations, with legal education rebuilt through universities in Mogadishu, Hargeisa and elsewhere since the 1990s. Many practitioners work across the formal courts and customary forums, since a client's remedy often lies in the latter.
