Reviews statutes and treaties and gives binding interpretations of the Constitution. Individuals cannot apply directly: referral is limited to designated institutions, the supreme courts, the Ombudsman and the Supreme Bar Council. In 2024 it annulled parts of the 2023 constitutional amendments as beyond ordinary amendment powers.
