Created by the 2008 constitution that established Bhutan as a constitutional monarchy, making it one of the newest apex courts in Asia. It is both the final appellate court and the constitutional court, so there is no separate constitutional jurisdiction. Its first major constitutional ruling, on the Tax Revision Bill in 2011, held that money bills required parliamentary passage and could not be imposed by executive action.
