The same court in two capacities: as an appellate court, and sitting as the High Court of Justice (Bagatz) with direct original jurisdiction over petitions against the state. A petitioner challenging government action files there directly rather than working up through lower courts, and standing requirements are unusually generous. Israel has no single entrenched constitution: review is conducted against Basic Laws, a power asserted in United Mizrahi Bank (1995). In January 2024 the court struck down an amendment to a Basic Law itself for the first time, invalidating the removal of the reasonableness standard.
