Re-established as a standalone court under the 2021 constitution, having previously been a chamber of the Supreme Court following the 2010 settlement. Any person may apply, which keeps it accessible in principle. The repeated restructuring of the constitutional jurisdiction after each political rupture is itself the relevant background for anyone assessing how settled its role is.
