Established under the Compact of Free Association settlement to adjudicate claims arising from the 67 nuclear tests conducted at Bikini and Enewetak between 1946 and 1958. It made awards for personal injury and for land damage — including a large award for Enewetak — that far exceeded the funds appropriated to it, so most determinations remain substantially unpaid, a legal legacy with no parallel elsewhere in the region.
