Known as the Tsets, it is a specialised constitutional body separate from the ordinary courts, created by the 1992 constitution that followed Mongolia's peaceful democratic transition. Any citizen may petition it directly, which is unusual in the region and makes it a live route for challenging legislation. Its conclusions on unconstitutionality go to the State Great Khural, and if parliament rejects a conclusion the court may issue a final and binding decision.
