Created by the 2007 Law of the Judiciary, replacing the Supreme Judicial Council's adjudicative role. Saudi Arabia has no constitution in the conventional sense: the Basic Law of Governance of 1992 declares the Qur'an and Sunnah to be the constitution, and courts apply Sharia directly, principally through Hanbali jurisprudence. The 2021–2024 reform programme has changed this materially by codifying areas previously left to judicial discretion, notably the Personal Status Law of 2022 and the Civil Transactions Law of 2023.
