The Constitution provides for a Supreme Court of Justice, but it has never been established, so the Court of Appeal exercises its powers — including constitutional review, which it used in 2013 to strike down a tax measure. Portuguese remains an official language of the courts alongside Tetum, and the applicable law includes Indonesian-era provisions where they are not inconsistent with the Constitution, which makes identifying the governing text unusually difficult.
