The CCJ is headquartered in Port of Spain, yet Trinidad and Tobago has not accepted its appellate jurisdiction and still appeals to the Privy Council — the most-cited anomaly in Caribbean judicial architecture. The court's original jurisdiction nevertheless binds the state on CARICOM treaty questions, and individuals may bring claims with special leave where a state has failed to act.
