Treaty

A binding international agreement between states or international organisations.

Governed by the Vienna Convention on the Law of Treaties. Whether a ratified treaty is directly applicable domestically depends on the state's constitutional tradition: monist systems treat it as part of national law automatically, while dualist systems require implementing legislation.
